While some of these County and district roads are hard surfaced, and others have been greatly improved within recent years, the majority of them are narrow dirt roads which are very unsatisfactory for modern modes of travel throughout the greater part of the year. By 1926 the number of churches in the County had increased to 99, and the estimated value of property to $176, 800. During the days which followed the building of turnpikes, there was a period of more or less inactivity. Some even estimate the 1929 crop to have been nearly one million pounds; and in this connection it is not amiss to note that over six million pounds of tobacco were sold on the Abingdon, Washington County market (the market for this and adjoining counties) in 1929, at an average price of 25. The main facts connected with the 27 establishments just listed, as well as similar data for the establishments existing at the time of more recent enumerations, are revealed in the following table. The schools of Russell County during the session of 1929-30 employed a total of 185 full time teachers, 20 of whom were high school teachers, and 156 of whom were elementary teachers. It seems that the poultry industry of this area could be expanded without much difficulty; and in view of the fact that the demand for poultry products is increasing, this would mean an addition to the present income of the farmer. The value relating to crops was taken from the Census for 1920, because it included vegetables as well as the staple products. Although it does not operate power plants in the County, it has 21 miles of 88, 000 volt transmission line, and some 51 miles of distribution lines, which represent an investment of approximately $200, 000. During the fiscal year ended June 30, 1927, for instance, the amount collected and paid into the State treasury was only $148. The present officers of the Russell County Red Cross Chapter are as follows: Lee Long, chairman; Mrs. Scott Litton, associate chairman; Mrs. Clarence Burns, secretary; E. Thacker, treasurer; and Mrs. Harry Stuart, chairman of the Nursing Committee. In 1925 there were 1, 931 farms in Russell County operated by their owners, and of this number 304 or 15. Russell County, like most rural areas in Virginia and in the country at large, possesses meager library facilities.
This small table serves as a crude picture of the ups and downs of the sheep industry in Russell County for a period of 75 years; and it points out that there are less sheep in the County today than in 1900 or in 1910 in spite of the fact that the number has increased since 1920. The underlying principle of this specific provision for poor relief is commendable; however, a glance at the actual operation of such a traditional system discloses one of the County's present day problems. There is an official record which indicates that on March 2, 1773 - thirteen years before the existence of the County - leave was given Patrick Porter to build a mill on Falling Creek, the waters of the Clinch, situated in Castle's woods settlement. During the past fifty years however, developments have been more rapid.

The members of the County School Board are appointed by the School Trustee Electoral Board; and the members of this board are appointed by the judge of the circuit court. It was not until 1890, that the census recorded an increase in horses over the 1850 figures. In the State, as a whole, at the same date, there were 143, 587 farms of this same classification and of this number 18. Recapitulating, with the total population considered, we see that this area produces food surpluses of beef, mutton and lamb, corn, eggs, and turkeys; and shows food deficits of pork and lard, wheat, Irish potatoes, and dairy products. It is not amiss to note at this point that the judge of the circuit court is elected by the Virginia General Assembly, or temporarily appointed by the Governor, in case a vacancy occurs while the General Assembly is in recess. As a matter of fact, the early census figures show that this area, in the days of long ago, produced quite a bit of buckwheat, rye, tobacco, wool, peas and beans, potatoes, butter, cheese, flax, flaxseed, maple sugar, molasses honey and beeswax, in addition to the general livestock and the staple grains. The workers in 1920, however, were five times as numerous as they were in 1900. Of the 6, 960 white pupils, 4, 582 were promoted, 980 failed, and 1, 398 were dropped; and of the 193 negro pupils, 135 were promoted, 36 failed and 22 were dropped.
