How To Seat A Bike Tire Bead

You can see in the pictures of how it doesn't seat on the rim lip. Besides the lighter fluid explosion trick is there a way to get the tires back into normal shape so I can inflate them? I have tried the old strap around the circumference method and it won't work as the tire is effectively only about 2" wide because of being squashed flat.
